    I. Basic Information

    Since its founding in 2002, SKSHU Paint Co., Ltd. (“3TREES”) has been committed to building healthy homes by providing an integrated 6-in-1 one-stop system of green construction materials and services, encompassing interior and exterior wall coatings, waterproofing products, insulation materials, auxiliary materials, floor coatings and construction. Focused on high-end paint and supported by new materials for home, it offers both base and auxiliary materials and pays great attention to health, color, taste and service. In 2016, 3TREES was listed on the Shanghai Stock Exchange. In 2019, it was listed on the Hurun China Top 500 Private Enterprises.     SKSHU Paint Co., Ltd. (Putian Plant) has the designed production capacities of 10,300t/a alkyd resin, 1,500t/a acrylic resin, 1,500t/a light curing resin, 4,800t/a curing agents (currently resin and curing agent production has stopped), 100,000t/a emulsion paint, 110,000t/a natural stone texture paint, 7,000t/a art paint, 30,000t/a auxiliary materials, 30,000t/a wood paint, 25,000t/a adhesive, 6,480t/a dry hanging adhesive and 4.8 million seam beautification sealants/year. All these production facilities have been completed (dry hanging adhesive and seam beautification sealant facilities are currently under acceptance inspection).


    Fujian Sanjiang Packaging Co., Ltd. is located in the Licheng Economic Development Zone in Putian (3TREES’s Putian Plant). It mainly produces tinplate packaging cans with a designed annual production scale of 2,975,000 18L color cans, 1,000,000 18L square-shaped cans, 1,134,000 5L round cans, 1,134,000 4L round cans, 4,500,000 2L round cans, 1,159,200 1L square-shaped cans, 2,419,200 2L square-shaped cans and 2,419,200 4L square-shaped cans.


    Tianjin SKSHU Paint Co., Ltd. (Tianjin Plant) was founded in 2013. It currently rents industrial factory buildings in Shuangkou Town Industrial District, Beichen District, Tianjin, and has purchased corresponding production equipment and waste gas and sewage treatment facilities to produce emulsion paint, texture and natural stone paints. Its designed production capacities are as follows: 20,000t/a latex paint, 30,000t/a texture and natural stone paint. The project passed environmental acceptance inspection on October 25, 2014.


    Founded in 2015, Henan SKSHU Paint Co., Ltd. (Henan Plant) is located in Nanzhao County Industrial Cluster Area, Nanyang City, Henan Province. It rents existing industrial factory buildings, covering an area of 19,677m2, and is mainly engaged in the production of water-based paints and supporting materials. Its designed production capacities stand at 200,000t/a water-based paint and 3 million cans/year. The Phase I 100,000t/a water-based paint project passed environmental acceptance inspection on August 29, 2017, followed by the newly expanded Phase II 100,000t/a water-based paint project on October 29, 2018. The project with an annual output of 3 million packaging cans passed environmental acceptance inspection on December 28, 2018.


    Sichuan SKSHU Paint Co., Ltd. (Sichuan Plant) was established in 2015. It is located in Qionglai Industrial Park, Tianfu New District, Chengdu. Covering a total land area of 221,321.33m2 (331.982 mu), it is mainly engaged in the production and sales of water-based paints, waterproof paints, waterproof membranes, new insulation materials, water-based adhesives, floor paints and other chemicals (including dangerous chemicals) and packaging materials. Currently, its production capacities stand at: 5,000t/a curing agent, 30,000t/a wood paint, 15,000t/a water-based adhesive, 150,000t/a natural stone texture paint, 180,000t/a emulsion paint, 90,000t/a putty powder, 12 million packaging cans, 10,000t/a polyurethane waterproof paint, 800t/a diatom mud, 3 million square meters of integrated insulation board (1.5 million of which is still under construction), 20 million square meters of reinforcement-based modified asphalt waterproof membrane (10 million of which is under construction), 20 million square meters of reinforcement-free modified asphalt waterproof membrane (of which 10 million is under construction), 7 million square meters of high polymer waterproof membrane and 5 million square meters of non-asphalt self-adhesive waterproof membrane.


    Founded in 2017, Anhui SKSHU Paint Co., Ltd. (Anhui Plant) covers a planned area of 250,685.5m2, with a total floor space of 169,000m2. It is mainly engaged in the production and sales of paints, waterproof materials, new insulation materials, adhesives and other chemical products, as well as packaging products. The company has invested in a construction paint production and supporting construction projects in the Chemical Industry Agglomeration Area in Mingguang City, Anhui Province. Its current production capacities are as follows: 300,000t/a emulsion paint, 200,000t/a natural stone texture paint, 15,000t/a waterproof paint, 20,000t/a tons art paint, 300,000t/a putty powder, 40,000t/a tile adhesive, 5,000t/a interface agent, 30 million cans, 10 million square meters of reinforcement-based modified asphalt waterproof membrane, 10 million square meters of reinforcement-free modified asphalt waterproof membrane, 1.8 million eco-friendly boards per year, 30,000t/a water-based adhesive, and 60,000t/a polyurethane waterproof paint. All these production facilities have now passed environmental acceptance inspection.


    Hebei SKSHU Paint Co., Ltd. (Hebei Plant) was founded in 2019. The project is located in the east area of Boye Economic Development Zone, Baoding City, Hebei Province, covering an area of 153,000m2. The project has an investment of RMB610 million, including RMB13.11 million in environmental protection. Its main production capacities are as follows: 300,000t/a emulsion paint, 200,000t/a natural stone texture paint, 15,000t/a art paint, 160,000t/a putty powder, and 30 million cans per year. Except for the integrated insulation board workshops, all other facilities have been built and are currently under acceptance inspection.


    II. Construction and Operational Status of Pollution Prevention and Control Facilities

    1. SKSHU Paint Co., Ltd. (Putian Plant)

    In strict accordance with the requirement of “Three Concurrents” for construction projects, the company has improved its various environmental protection facilities to ensure compliant emissions on a stable basis. All workshops are equipped with dust and gas removal facilities, a sewage treatment station and a construction solid waste storage yard have been built to the specified standards. Measures are taken against wind, rain, leakage and loss. The main environmental protection facilities include:


    Waste gas generated in Wood Paint Workshops A and B and the adhesive and resin workshops is treated by pulse precipitation dust removal+zeolite molecular sieve adsorption concentration runner+RTO thermal storage combustion devices, and then discharged after reaching the specified standard in Table 1 of GB37824-2019 Emission Standard of Air Pollutants for Paint, Ink and Adhesive Industry. Waste gas generated in the emulsion paint, textured paint, color paint and auxiliary materials workshops is collected by pulse flow precipitators and discharged after reaching the specified standard. The main purpose is to remove dust in the waste gas and reduce the emission of particles and other harmful substances in the gas, so as to reach the standard in Table 1 of GB37824-2019 Emission Standard of Air Pollutants for Paint, Ink and Adhesive Industry before discharging.


    The domestic sewage in the plant area is directly discharged into the municipal pipe network after passing through a septic tank, complying with the Class III discharge standard in Table 4 of the Integrated Wastewater Discharge Standard (GB8978-1996) and the Class B discharge standard in the Wastewater Quality standards for Discharge to Municipal Sewers (GB/T31962-2015). The production wastewater is discharged into the comprehensive wastewater treatment station in the plant area after being treated by flocculation and sedimentation in the sewage pretreatment station in the plant area. The comprehensive wastewater treatment station adopts the physicochemical+biochemical treatment process, which produces a stable treatment effect. The wastewater is discharged into the municipal sewage pipe network in accordance with the Class III standard in Table 4 of the Integrated Wastewater Discharge Standard (GB8978-1996) and then into Minzhong Wastewater Treatment Plant for further treatment.


    To eliminate the impact of noise inside the plant on outside residents, various measures such as low-noise facilities and sound insulation doors for air compressor equipment are taken to reduce the noise of those workshops/factories buildings that easily generate big noise. The noise at the factory boundary is up to the standard and meets the Class III standard limits of the Emission Standard for Industrial Enterprises Noise at Boundary (GB12348-2008).


    The company has built solid waste warehouses (including hazardous waste warehouse) that meet the requirements of relevant specifications. All solid wastes generated by the company in the production process are comprehensively utilized and disposed of in strict accordance with the requirements of laws and regulations. Finally, they are transferred to qualified contractors for treatment, and receiving, storage and delivery management archives are established.


    All the environmental protection facilities of the company can operate stably, and the synchronous operation rate of the facilities meets the requirement. On August 15, 2020, the company obtained a pollutant discharge license (No. 91350300751385327E001V).


    2. Fujian Sanjiang Packaging Co., Ltd

    In strict accordance with the requirement of “Three Concurrents” for construction projects, Sanjiang Packaging Company has improved its various environmental protection facilities to ensure compliant emissions on a stable basis. All workshops are equipped with three waste gas collection system+activated carbon adsorption systems, complying with the emission standard in Table 1 of GB37824-2019 Emission Standard of Air Pollutants for Paint, Ink and Adhesive Industry is implemented.


    To eliminate the impact of noise inside the Sanjiang packing yard on outside residents, various measures such as low-noise facilities and sound insulation doors for air compressor equipment are taken to reduce the noise of those stamping rooms/can making lines that easily generate big noise. The noise at the factory boundary is up to the standard and meets the Class III standard limits of the Emission Standard for Industrial Enterprises Noise at Boundary (GB12348-2008).


    The company has built solid waste warehouses (including hazardous waste warehouse) that meet the requirements of relevant specifications. All solid wastes generated by the company in the production process are comprehensively utilized and disposed of in strict accordance with the requirements of laws and regulations. Finally, they are transferred to qualified contractors for treatment, and receiving, storage and delivery management archives are established.All the environmental protection facilities of the company can operate stably, and the synchronous operation rate of the facilities meets the requirement Sanjiang Packaging Co., Ltd. obtained a pollutant discharge license (No. 913503006966094893001W) on March 21, 2017.

     

    3. Tianjin SKSHU Paint Co., Ltd. (Tianjin Plant)

    In strict accordance with the requirement of “Three Concurrents” for construction projects, Tianjin SKSHU has improved its various environmental protection facilities to ensure compliant emissions on a stable basis. Waste gas generated in the workshops is treated by the down flow filter cartridge dust removal device+photocatalyst waste gas purifier, and then discharged after reaching the standard in Table 1 of GB37824-2019 Emission Standard of Air Pollutants for Paint, Ink and Adhesive Industry.


    The production wastewater is treated by the "physicochemical+biochemical" treatment process through the sewage treatment station in the plant area and discharged after reaching the Class III standard specified in the Integrated Wastewater Discharge Standard (D12/356-2008), and finally enters the municipal sewage pipe network in the park for centralized treatment in Shuangqing Sewage Treatment Plant.


    To eliminate the impact of noise inside the plant on outside residents, various measures such as low-noise facilities and sound insulation doors for air compressor equipment are taken to reduce the noise of those workshops/factories buildings that easily generate big noise. The noise at the factory boundary is up to the standard and meets the Class III standard limits of the Emission Standard for Industrial Enterprises Noise at Boundary (GB12348-2008).


    The company has built solid waste warehouses (including hazardous waste warehouse) that meet the requirements of relevant specifications. All solid wastes generated by the company in the production process are comprehensively utilized and disposed of in strict accordance with the requirements of laws and regulations. Finally, they are transferred to qualified contractors for treatment, and receiving, storage and delivery management archives are established.


    Through the above-mentioned environmental protection measures, the sewage and waste gas generated by Tianjin SKSHU can reach the discharge standard specified in the EIA approval document. All the environmental protection facilities of the company can operate stably, and the synchronous operation rate of the facilities meets the requirement. On July 10, 2020, the company obtained a pollutant discharge license (No. 91120113066855896W001U).

     

    4. Henan SKSHU Paint Co., Ltd. (Henan Plant)

    In strict accordance with the requirement of “Three Concurrents” for construction projects, Henan SKSHU has improved its various environmental protection facilities to ensure compliant emissions on a stable basis. Waste gas generated in Workshop 1 (color+texture paints) is treated by 1# cartridge dust collector+photocatalysis+activated carbon adsorption system, waste gas generated in Workshop 2 (emulsion paint+texture paint) is treated by 2# bag dust collector+photocatalysis+activated carbon adsorption system, and waste gas produced in the can making workshop is treated by 31# photocatalysis+activated carbon adsorption system, and then discharged, after reaching the Class II standard in Table 2 of Integrated Emission Standard of Air Pollutants (GB16297-1996).


    The production wastewater is treated by the "physicochemical+biochemical" process through the sewage treatment station in the plant area, and discharged into the Nanzhao County Sewage Treatment Plant for centralized treatment after meeting the discharge standard of the Nanzhao County Sewage Treatment Station for inlet sewage pipe network.


    Through the above-mentioned environmental protection measures, the sewage and waste gas generated by Henan SKSHU can reach the discharge standard specified in the EIA approval document. All the environmental protection facilities of the company can operate stably, and the synchronous operation rate of the facilities meets the requirement.

     

    5. Sichuan SKSHU Paint Co., Ltd. (Sichuan Plant)

    In strict accordance with the requirement of “Three Concurrents” for construction projects, Sichuan SKSHU has built various environmental protection facilities. Dust-containing waste gas generated in the emulsion paint, natural stone texture paint, putty powder and diatom mud workshops is discharged up to the standard after being treated by downflow filters. Dust-containing organic waste gas from water-based adhesive, wood paint and can-making workshops is pretreated by downflow filter sand then treated by molecular sieve adsorption concentration runner+RTO thermal storage combustion device before discharging, complying with the Emission Standard of Sichuan Province for Atmospheric Volatile Organic Compounds from Fixed Pollution Sources (DB51/2377-2017) and Emission Standard of Air Pollutants for Paint, Ink and Adhesive Industry (GB37824-2019). Dust-containing organic waste gas generated by polyurethane waterproof paint workshops is treated by downflow filter+UV photolysis+secondary activated carbon treatment device, and then discharged after reaching the Emission Standard of Sichuan Province for Atmospheric Volatile Organic Compounds from Fixed Pollution Sources (DB51/2377-2017) and Emission Standard of Air Pollutants for Paint, Ink and Adhesive Industry (GB37824-2019). Dust-containing waste gas from integrated insulation board workshops is treated by pulse jet bag filters and discharged after meeting the Integrated Emission Standard of Air Pollutants (GB 16297-1996), while organic waste gas is treated by high-efficiency spray tower+UV photocatalysis+activated carbon adsorption device and then discharged after reaching meets the Integrated Emission Standard of Air Pollutants (GB 16297-1996) and Emission Standard of Sichuan Province for Atmospheric Volatile Organic Compounds from Fixed Pollution Sources (DB51/2377-2017). Waste gas from waterproof membrane workshops is treated by scrubbing tower purification and adsorption+primary and secondary wet electrostatic towers+UV photocatalysis purification+activated carbon adsorption device, and then discharged, complying with the Integrated Emission Standard of Air Pollutants (GB16297-1996), Emission Standard of Sichuan Province for Atmospheric Volatile Organic Compounds from Fixed Pollution Sources (DB51/2377-2017) and Emission Standard of Pollutants for Synthetic Resin Industry (GB 31572-2015).


    Production wastewater and domestic sewage in the plant are treated by the sewage treatment station in the plant area. The production wastewater is first treated by "high efficiency air flotation+micro electrolysis", and then by "anaerobic biofilter+biological contact oxygen" along with the domestic sewage. After reaching the Class III standard in Table 4 of the Integrated Wastewater Discharge Standard (GB8978-1996), it enters Qionglai No.3 Sewage Treatment Plant through the municipal sewage pipe network. After treatment there, it is discharged into Xiejiang river.


    To eliminate the impact of noise inside the plant on outside residents, various measures such as low-noise equipment, room insulation, insulation cover and vibration mitigation are taken to reduce the noise of those workshops/factories buildings that easily generate big noise. The noise at the factory boundary is up to the standard and meets the Class III standard limits of the Emission Standard for Industrial Enterprises Noise at Boundary (GB12348-2008).


    The company has built solid waste warehouses (including hazardous waste warehouse) that meet the requirements of relevant specifications. All solid wastes generated by the company in the production process are comprehensively utilized and disposed of in strict accordance with the requirements of laws and regulations. Finally, they are transferred to qualified contractors for treatment, and receiving, storage and delivery management archives are established.


    All the environmental protection facilities of the company can operate stably, and the synchronous operation rate of the facilities meets the requirement On August 15, 2020, the company obtained a pollutant discharge license (No. 9151018333203619XM001V.)

     

    6. Anhui SKSHU Paint Co., Ltd. (Anhui Plant)

    In strict accordance with the requirement of “Three Concurrents” for construction projects and the requirements of the environmental impact report, Anhui SKSHU has built various environmental protection facilities. Waste gas generated in the emulsion paint, color paint, nature stone texture  paint and sample rooms is treated by pulse dust collector+UV photolysis+secondary activated carbon adsorption to meet the emission standard in Table 1 of GB37824-2019 Emission Standard of Air Pollutants for Paint, Ink and Adhesive Industry and the emission limits in Table 1 of Emission Standards for Volatile Organic Compounds Part 6: Organic Chemical Industry and Table 1 of Emission Standards for Volatile Organic Compounds Part 7: Other Industries before it is discharged. Waste gas from the production of polyurethane waterproof paints and water-based adhesives is collected and treated by pulse dedusting, and VOCs are treated by "molecular sieve runner+RTO regenerative combustion", and are then discharged after reaching the special emission limits for air pollutants in Table 5 of the Emission Standard of Pollutants for Synthetic Resin Industry (GB31572-2015), the special emission limits in Table 1 of GB37824-2019 Emission Standard of Air Pollutants for Paint, Ink and Adhesive Industry and the emission limits in Table 1 of Emission Standards for Volatile Organic Compounds Part 7: Other Industries. After waste gas from the production of asphalt waterproof membranes is treated by oil spray absorption tower washing+double-layer electrostatic capture+filter filtration+UV photolysis, it can meet the standard limits for Duration II of Emission Standard for Air Pollutants in Waterproof Membrane Industry (DB11/1055-2013). Waste gas generated by the sewage treatment station is treated by spray tower+photocatalytic oxidation device to comply with the requirements of Emission Standards for Odor Pollutants (GB14554-93). Waste gas from canning production, after being treated by pulse scrubber+UV photolysis+secondary activated carbon adsorption, meets the Class II standard of Integrated Emission Standard of Air Pollutants (GB16297-1996) and the standard limits for Duration II in textile, leather tanning, wood-based panel manufacturing and pulp making industries as specified in Table 1 of Shandong Province's Emission Standards for Volatile Organic Compounds Part 7: Other Industries. After waste gas from the production of eco-friendly boards is collected, the particulate matter is treated by "bag filter" to reach the Class II standard in Table 2 of Integrated Emission Standard of Air Pollutants (GB16297-1996), and VOCs are treated by "molecular sieve runner+CO catalytic combustion" to meet the emission limits for other industries involved in the paint process as set forth in Table 1 of Fujian Province’s Emission Standard of Volatile Organic Compounds for Industrial Surface Coating (DB35/1783-2018).


    The production wastewater is pretreated by the sewage treatment station in the plant area and the domestic wastewater is treated by the sewage treatment station in the plant area. The treatment process of "grid + primary sedimentation + flocculation sedimentation + micro electrolysis + biological anaerobic + biological contact oxidation + secondary sedimentation tank + mixed flocculation + aerated active filter" is adopted. After treatment, the wastewater from the production of polyurethane waterproof paints and water-based adhesives meets Emission Standard of Pollutants for Synthetic Resin Industry (GB31572-2015). The sewage discharged from the plant enters the Chengdong Sewage Treatment Plant through the municipal sewage pipe network.


    To eliminate the impact of noise inside the plant on outside residents, various measures such as low-noise facilities and sound insulation doors for air compressor equipment are taken to reduce the noise of those workshops/factories buildings that easily generate big noise. The noise at the factory boundary is up to the standard and meets the Class III standard limits of the Emission Standard for Industrial Enterprises Noise at Boundary (GB12348-2008).


    The company has built solid waste warehouses (including hazardous waste warehouse) that meet the requirements of relevant specifications. All solid wastes generated by the company in the production process are comprehensively utilized and disposed of in strict accordance with the requirements of laws and regulations. Finally, they are transferred to qualified contractors for treatment, and receiving, storage and delivery management archives are established.


    Through the above-mentioned environmental protection measures, the sewage and waste gas at Anhui SKSHU have reached the discharge standard approved in its EIA  approval document. All the environmental protection facilities of the company can operate stably, and the synchronous operation rate of the facilities meets the requirement On June 30, 2020, the company obtained a pollutant discharge license (No. 91341182MA2RAMDL4J001V.)

     

    7. Hebei SKSHU Paint Co., Ltd. (Hebei Plant)

    In strict accordance with the requirement of “Three Concurrents” for construction projects, Hebei SKSHU has improved its various environmental protection facilities to ensure compliant emissions on a stable basis. Waste gas generated in the workshops is treated by the filter cartridge dust removal device+zeolite molecular runner+CO catalytic combustion to meet the requirements the special emission limit for air pollutants as specified in Table 2 of GB37824-2019 Emission Standard of Air Pollutants for Paint, Ink and Adhesive Industry (GB37824-2019).


    After being treated by the sewage pretreatment station in the plant area, the production wastewater is discharged into the terminal comprehensive sewage treatment station, which adopts the "physicochemical+biochemical" process for further treatment. After meeting the Class III standard in Table 4 of the Integrated Wastewater Discharge Standard (GB8978-1996) and the incoming water quality requirements of Datong Sewage Treatment Co., Ltd. in Boye County, the wastewater is discharged into the municipal sewage pipe network in the park, Finally, it is discharged into Datong Sewage Treatment Co., Ltd. for centralized treatment.


    Currently, all environmental protection facilities of the company are in the process of installation and adjustment.

      

    III. Types, Quantities and Destinations of Discharged Pollutants

    1. Types, Quantities and Destinations of Pollutants Discharged by SKSHU Paint Co., Ltd. (Putian Plant)

    Currently, the company carries out external tests on environmental pollution sources in accordance with the Self-monitoring Technology Guidelines for Pollution Sources — Manufacture of Paint and Ink (HJ1087-2020), including tests of wastewater (sewage and rainwater), waste gas (fugitive and non-fugitive), noise, soil and other indicators. All the test indicators meet the requirements of relevant standards. The company also discloses its data to the public.


    The company has installed non-methane total hydrocarbon online monitoring equipment at the waste gas discharge ports of its oil paint workshops to monitor various environmental indicators around the clock. The monitoring equipment is also networked with the platform of the ecology and environment bureau for supervision. In addition, the company has also entrusted a qualified third-party testing agency to monitor waste gas pollutants from its workshops and disclose the monitoring data according to the frequency requirements. The main pollutants discharged from the waste gas include non-methane total hydrocarbon, benzene, toluene, xylene, particulate matter, etc.


    After treatment by the sewage treatment station of the company, sewage can meet the required standard and is then discharged into the municipal sewage pipe network and integrated into Minzhong Sewage Treatment Plant for centralized treatment. The main pollutants include COD, SS, ammonia nitrogen, total phosphorus, PH, BOD5, total nitrogen, petroleum, etc.

    2. Types, Quantities and Destinations of Pollutants Discharged by Fujian Sanjiang Packaging Co., Ltd.

    Currently, the company carries out external tests on waste gas and noise pollution sources in accordance with regulatory requirements, including tests of waste gas, noise and other indicators. All the test indicators meet the requirements of relevant standards. The company also discloses its data to the public. The main pollutants discharged from the waste gas include non-methane total hydrocarbon, benzene, toluene and xylene.
